If you are getting the below error while switching the user,

#su -

su: cannot set user id: Resource temporarily unavailable

You can solve the issue by editing the file limit.conf.

For that,

vi /etc/security/limit.conf

Now edit the values you seen in the file as below,

*    soft    nproc    2047
*    hard    nproc    16384
*    soft    nofile    2048
*    hard    nofile    65536

Now try to re login as normal user and try switching as super user.
