For backup mysql database from cPanel you can use the feature backups in cPanel. For that go to,

cPanel>Files>Backups

In the feature backups you can see the option,

"Download a MySQL Database Backup"  

Just click the name of the database you need to backup. Then the backup of the database (*.gz file) will be downloaded to your local drive.

For restoring a mysql database backup from cPanel you can use the option,

Restore a MySQL Database

There you can choose the database backup file and restore it from there.
